PDA Councilmembers

Devin McComb is a transaction real estate attorney in the Seattle office of Perkins Coie LLP. He brings extensive expertise in real estate law to the PDA Council. Since 2021, he has served as Chair and guides the Council with an understanding of its cultural legacy and mission.

A fellow of the American College of Real Estate Lawyers, he has previously served as Chair of the Washington State Bar Association Real Property, Probate and Trust Section.

In his personal life, he is active in his local community, whether it is leading a Cub Scout meeting or a soccer practice and spends his best times with his wife and two sons.

Patrice Barrentine has served on the PDA Council for over 10 years and has brought her vast knowledge of agriculture, education, farmers markets and economic development in Washington state to the Council.

Her understanding of the complex needs of farmers in developing their businesses, preserving farmland, and navigating the unique challenges facing the agricultural field today make her a vital member of the Council.

Gundeep Singh is a first-generation Sikh-American and son of small business owners.

He is a real estate analyst focusing on asset management, development, and acquisitions. He has experience in underwriting and managing diversified real estate portfolios with special expertise in hospitality assets. He is energized by utilizing his experience and understanding of real estate to enact positive social change in the broader Seattle community and is excited to work with the PDA Council to find creative ways to serve Pike Place Market. Gundeep speaks Punjabi, Hindi and Urdu and is actively involved with his local Sikh and South Asian communities.

He enjoys volunteering at soup kitchens and community outreach events around Puget Sound.

Gabe Grant is a Seattle native with a passion for creating great places and a deep commitment to civic affairs. He brings a strong multi-disciplinary approach to real estate, with over 20 years of experience directly managing real estate transactions and projects. He has extensive experience identifying investment opportunities, structuring and negotiating complex real estate transactions, and managing the development and creative repositioning of a variety of asset types.

He is a co-owner and Partner at Spectrum Development Solutions, LLC. Gabe began his real estate career at Preservation of Affordable Housing (POAH) in Boston, working on complex mixed-income multi-family acquisition and renovation projects.

His board experience includes nine years on the board of Bellwether Housing, including two years as Chair, and other non-profit and civic boards, including Historic Seattle and the Downtown Seattle Design Review Board, where he served one term as Chair.

Seujan Bertram is a senior executive with over 20 years of experience leading growth, transformation, and operational scale across SaaS, AI, and enterprise technology. She has held leadership roles at Starbucks, Tableau Software, and OpenMarket (an Amdocs company), where she doubled revenue and helped lead the company through a $315 million strategic exit. She is the founder of CxO & Advisory Solutions, where she partners with companies to align strategy, scale operations, and drive sustainable growth. In her current advisory capacity, she serves as Fractional COO for Shaw/Scott, a MarTech consultancy, where she leads operations, sales, and service delivery as part of an organization‑wide transformation.

She previously served on the board of Seattle Credit Union providing governance and strategic oversight with a focus on financial inclusion and community impact. Her appreciation for small business and local economies began early—growing up on her family’s apple orchard in Pennsylvania and spending weekends selling fruit at farmers markets. Her commitment to the values of Pike Place Market and her insight furthers the Market’s mission of meaningful decision making as the Pike Place Market PDA Council implements its strategic plan.

Since 2006, Gina Karaba has been an artist at Pike Place Market and brings a diverse professional background including being an active participant in the Pigeon Point Neighborhood Council and in city projects such as the West Seattle Light Rail Expansion, the Waterfront Accessibility Advisory Committee, and the Pike Place Market Waterfront expansion project as a stakeholder committee member.

She has an MFA in Glass Sculpture and Technology/Ceramics and Metals from Rochester Institute of Technology/School for American Craft and a BFA in Ceramics and Glass from Cal State Fullerton.

She brings a unique perspective as a vendor at the Market and has been active in the Master Plan process in its outreach phase.

Previously, she participated in the MarketFront Pavilion Development and Design process. She has worked with the Constituency for several years and has volunteered her time in various community organizations.

Paul Neal is the principal of 6h Consulting, a marketing and brand consultancy he created in 2001. The firm helps organizations of all types and sizes build richer, stronger relationships with customers, in line with their overall business goals. Its work includes strategic planning, market analysis, product development, brand development, and communications planning. He has lectured on branding and marketing at the University of Arkansas, the University of Washington and Seattle University.

Advancing the work of community building and social justice organizations has also been a significant professional and personal focus. Since forming 6h, Paul has consulted with the Bill & Melinda Gates Foundation, Pivotal Ventures, Seattle Parks Foundation, and Wing Luke Museum of the Asian American Experience. Paul is a graduate of Leadership Tomorrow and a past board president of the Northwest AIDS Foundation and Photo Center Northwest.

Margaret Norton-Arnold was a public involvement, facilitation, and mediation practitioner for 37 years, and for 16 years she was the owner/president of Norton-Arnold & Company.

She applied her skills to a wide range of controversial settings, including fish and wildlife, public amenities, transportation infrastructure, strategic planning, and governance. She retired from her business in 2020 and has served on the PDA Council since 2022.

As a born and raised Washingtonian, Alex Rasmussen’s connection to the Market began as a kid, with frequent trips to the Market with his family. In his mid-twenties, he began busking at the Market, which served as a gateway to into the unique and vibrant community that makes Pike Place Market.

Over the course of more than a decade—as a musician, salesperson, and novelist published through Pike Place’s own Chin Music Press—he has grown to call the Market home and has served as a member-at-large on the Pike Place Market Constituency’s Executive Committee for the last two years.

His deep care for the Market community, passion for supporting fellow community members, and ability to listen to all perspectives in decision-making make him an excellent Constituency representative.

Augustine Rietsema has held several positions at Amazon since moving to Seattle in 2017, most recently working as a Sr. Manager of Product Management.

He has a deep understanding of retail, product management, and how to build great experiences for customers. This experience makes him a strong asset to the PDA Council as it implements its 50-year Master Plan. His public service experience includes work as a trustee for the United States Coast Guard Foundation, and he remains involved supporting his hometown YMCA in Plattsburgh, New York.

He lends further strategic expertise having served as campaign manager for New York State Assemblyman D. Billy Jones, deputy finance director for a U.S. Congressional campaign, and as a field organizer for the successful reelection campaign of Congressman Bill Owens (NY-21).

Nick Setten has served on the Constituency Board since 2017, initially as a board member at large, then as Vice Chair, and later as interim Secretary.

From 2011 to 2019, he worked in the Market as a tour guide and worked with PDA leadership and others to develop the current rules and regulations regarding guided tours. Nick is an ardent student of the Market’s history and story, and currently serves on the board for the Friends of the Market, working closely with the Education and Advocacy committees. He has created several different tours to access the history of the Market, including culinary tours and a self-guided tour of Market Architecture for HistoryLink.

In 2017, he co-produced a unique exhibition of historical Market photographs taken by John Stamets, a video of which can be found on YouTube.

From 2019 until March 2020, Nick worked at the Market Information Booth. Nick loves the Market, particularly the complex system of relationships it has throughout the city and the way it serves as a microcosm for the urban experience in general. Since 2022, Nick has served as the Major Gifts Officer for the Pike Place Market Foundation.

Working as a craftsperson on Pike Place Market’s Daystall tables since 1990, Christine Vaughan is an artist who silkscreens her original designs on flour sack tea towels and aprons.

She brings a wealth of experience, having previously served on the Pike Place Market Historical Commission for eight years, including three years as Chair. She also previously served on the PDA Council for eight years, from 1993 to 2001, with three years as its Chair.

Additionally, she has been a member of the Pike Place Market Constituency since joining the Market in 1990 and has been a participant in Friends of the Market since 2003, having been elected to its Board of Directors in 2013. Her experience and perspective will be an asset to the PDA Council.
