Pike Place Market is a vibrant neighborhood with eight residential buildings that 500+ people of all backgrounds and income levels call home. Pike Place Market manages four affordable Housing and HUD-subsidized buildings within the Market and four market-rate buildings.

The Western Avenue Senior Housing building, La Salle Apartments and the Stewart House are for adults age 55 or older.

Western Avenue Senior Housing

The Western Avenue Senior Housing building was completed in 2017. It features 40 studio apartments at 100% under the Low Income Housing Tax Credit (LIHTC) program.

Seven of the apartments on the west public plaza of the new MarketFront are intended for practicing artists willing to participate in active use and programming of the area.

Eligibility

  • The Head of Household must be at least 55 years of age or older
  • Applicants must meet the income limit requirement (50% below area median income)
  • Residents must complete the recertification requirements annually

Features

  • 40 studio units, some with breathtaking views of Puget Sound and the Olympic Mountains
  • 7 units are the perfect home for artists as they face the public spaces of the property

LaSalle Building

The LaSalle building is a blended property with 24 HUD subsidized units, each with 100% tax credit.

The LaSalle property is a historic structure composed of four buildings. The original building, the LaSalle Hotel, was built in 1907. The fourth building was completed in 2006, along with the renovation of all units.

Eligibility

  • The head of household, co-head, or spouse must be 62 years of age or older and/or disabled; Income restriction applied – (HUD requirement)
  • The head of household, co-head, or spouse must be 55 years of age and/or disabled; Income restriction applied. First-come, first-served basis – (Tax credit requirement)
  • Residents must complete the recertification requirements annually.

LaSalle Apartments Features

  • 64 units: 44 studio and 20 one-bedroom
  • Gorgeous views of Elliott Bay and the Olympic Mountains (not every unit)
  • Pike Place Market Community Garden
  • LaSalle building houses the Pike Market Senior Center

Stewart House

This red brick building has 48 HUD subsidized units, each with 100% under the Low Income Housing Tax Credit (LIHTC) program.

Stewart House was built in 1986. In 2012, this building was renovated with funding from the City of Seattle constituency’s levy.

Eligibility

  • The head of the household must be 62 years of age. Income restriction is applied.
  • Residents must complete the recertification requirements annually.

  • 48 units: 46 studio apartments and 2 one-bedroom units.

The three buildings in this section are subsidized by the Department of Housing and Urban Development. Individuals or families with very low income could be eligible for HUD-subsidized housing.

LaSalle Apartments

Market House

Market House is a family project with 51 HUD subsidized units, each with 100% under the Low Income Housing Tax Credit (LIHTC) program.

Market House was built in 1984. It was originally owned and managed by Seattle Housing Authority. Pike Place Market PDA acquired this building in 2005.

Eligibility

  • A family property. Anyone over the age of 18 can apply. Income restriction is applied.
  • Residents must complete the recertification requirements annually.

Market House Features

  • 51 units: 40 one-bedroom and 11 studio

The five buildings in this section are conventional market-rate housing. This means they are rented at the standard rate for rental units in Seattle and that everyone is welcome to apply. The Pike Place Market PDA does not maintain a waitlist for these buildings. Please get in touch with the building’s residential manager for more information.

 

Livingston Baker Apartments (90 units)

As the oldest building in the Market (built-in 1901 with an addition in 1976), the Livingston Baker Apartments features many Victorian-era details. There are 90 units in this First Avenue & Virginia Street building, including 1 bedroom and studios.

Sanitary Market (22 units)

The 22 units in the Sanitary Market overlook Pike Place and First Avenue. These units consist of studio, 1 bedroom, and 2 bedroom apartments. The building was originally built in 1909 with new apartments and a roof courtyard added in 1981.

Live next to the famous Market Clock and Sign! The Leland building was built in 1902 as a lodging house. It has 14 units, including 1 bedroom and studios.

Triangle Apartments (7 units)

With only seven units, mostly 1 bedroom and studios, this historic building at the corner of Pike Place and Pine Street is a real gem. The Triangle building opened in 1909.

Stewart House (37 units)

The original Stewart House building served as a workingman’s hotel for nearly 7 decades until it was closed and renovated. Opening back up in 1982, the Stewart House offers studio apartments, 1 bedroom, and 2 bedroom apartments.

The Stewart House was renovated with funding from the City of Seattle constituency’s levy in 2012.

Frequently Asked Questions (6)

How do I apply?

You may directly contact the residential building manager/s by phone or email.  They will let you know the criteria for residency and other conditions of the building/s they are assigned to and will refer you to other PDA building manager/s should you fall short of their property eligibility requirements.

How do I know if I qualify for an income restricted building?

All subsidies are provided by the U.S. Department of Housing and Urban Development. All subsidized units at the Pike Place Market PDA residential buildings are designated to house: elderly, disabled, and family households. The guidelines are stated in the property’s Tenant Selection Plan to determine who may be eligible to reside in the project. Final application approval will be subject to all required verified materials.

HUD establishes income limits and revises them annually to ensure that federal rental assistance is provided only to low-income families. The current income limit is available at the Manager’s Office.

Do you perform a background screening?

Yes, the Pike Place Market PDA conducts a background screening for all prospective adult applicants before moving in. We do not accept a comprehensive reusable tenant screening report at this time. In this case, PDA will conduct its own tenant screening report of prospective tenants at no cost through a third-party service provider.

Do I need references?

Two positive landlord references and/or two positive references from a social/caseworker are required.

I have a public record. Can I still apply?

Yes, the tenant screening investigation includes a criminal background screening, limited to sex offender registry information only. Pike Place Market PDA is prohibited from requiring disclosure, asking about, rejecting an applicant, or taking adverse action based on any arrest record, conviction record, or criminal history, except sex offender registry information.

What documentation do I need when applying for a HUD Subsided unit?
  • Valid driver’s license or other official government-issued identification/age ID for each household member
  • Verification of valid Social Security number for each household member

All applications are subject to project eligibility requirements including but not limited to citizenship, income limit, disclosure of all sources of income, verification of assets and eligibility for students.
